Out of District
The primary function of Roseville Area Youth Baseball is to provide and administer quality baseball programs to children of all Ages (6 - 19) and abilities in the Roseville, Minnesota community (School District 623). A child is in the Roseville, Minnesota community if the child lives within the boundaries of School District 623 or attends a school located within the boundaries of District 623.
A child who does not live within the boundaries of School District 623 or attend a school located within the boundaries of District 623 is an out-of-district player.
Although RAYB works to provide baseball programs for as many children as possible, space in RAYB programs necessarily is limited by the number of baseball fields, coaches, and roster spots available each year. Due to these limitations, RAYB cannot meet its primary duty to its in-district players if it guarantees space to out-of-district players in all RAYB programs. This policy outlines the circumstances under which out-of-district players are allowed to play in RAYB programs.
Recreation League
Out-of-district players are allowed to play in the RAYB recreational league unless the recreational league director and the appropriate recreational league commissioner determine that (1) coaches, fields, or other resources are not available to accommodate out-of-district players in a recreational league in the upcoming season or (2) allowing out-of-district children to play will deprive in-district children of the opportunity to play recreational baseball in the upcoming season. When deciding whether an out-of-district player should be allowed to play, the recreational director and the commissioner must consider the timeliness of the player’s request and whether the player brings resources, such as a coach or a field, that will expand playing opportunities for in-district players. An additional fee will be charged for out-of-district players.
Travel Program
An out-of-district player is allowed to try out for a RAYB travel team if the out-of-district player has played in a RAYB recreational league for two previous years. The travel director may make an exception to this rule if the director determines that additional out-of-district players are necessary to fill out the roster of a RAYB travel team. Out-of-district players can only use the spring tryout option; they cannot be guaranteed a spot on a team after fall tryouts (if such tryouts are held).
An out-of-district player who tries out for a RAYB travel team but is not offered a spot on that team is guaranteed a place on a RAYB recreational league team.
Out-of-district players are allowed to play on RAYB travel teams if the travel league director and the appropriate travel commissioner determine that (1) space is available in the age-appropriate travel league for the out-of-district player and (2) allowing the out-of-district player to play will not take away a slot in the RAYB travel program from an in-district player.
After an out-of-district player is selected for a RAYB travel team, the out-of-district player is treated as an in-district player for all future travel tryouts.
The RAYB Board can change these policies or adopt additional policies governing out-of-district players in the recreational and travel programs on an as-needed basis to address issues that arise in the future.
